Allen Simpson (1981)

12/28/2003: After a car and a foot chase, Officer Seth Rosenberg used a chokehold to subdue Simpson in connection to drug-related call. Simpson died. In theory, a chokehold, known in law enforcement as lateral vascular neck restraint, causes a subject to comply without further violence. In practice, the use of this technique was controversial in law enforcement. DPD use of chokeholds was later reviewed by then-new Police Chief David Kunkle.
